On May 16, ArcelorMittal announced on its official website that it is collaborating closely with the French government to advance decarbonization in France’s steel industry. The company has confirmed plans to invest approximately €1.2 billion (around $1.357 billion) in building an arc furnace at its Dunkirk plant. Starting this summer, ArcelorMittal will reinvigorate a series of low-carbon initiatives. Combined with previous investments in the Dunkirk, Fos-sur-Mer plants, and the Madik electrical steel production line, the company’s total investment in steel decarbonization projects in France now reaches approximately €2 billion (around $2.262 billion). Meanwhile, ArcelorMittal’s low-carbon steel brand XCarb® series has achieved innovative applications across multiple sectors in Europe. Certified by third-party EPD (Environmental Product Declaration), it is driving green transformation in industries such as construction, heating, ventilation, and public facilities, pioneering a new paradigm of collaborative carbon reduction between steel mills and downstream sectors.

Steel Authority of India Limited (SAIL) has announced an expansion plan for its Rourkela Steel Plant, intending to invest ₹300 billion (approximately $3.506 billion) to construct new raw material processing plants, coking and sintering facilities, as well as additional blast furnaces, steelmaking workshops, and cold rolling mills on the southeastern side of the plant. Upon completion, the annual production capacity of the plant will jump from 4.4 million tons to 9 million tons, accounting for 25% of SAIL’s total capacity. With the Indian government’s commitment to reducing import dependence and supporting domestic industries, India is confident in achieving its goal of increasing steel production capacity to 300 million tons by 2030.

In 2025, Mexico’s steel industry continues to expand its capacity. The Acerero Group plans to launch slab production and operations at its new steel mill in San Luis Potosí in September, with a investment of $650 million, including the installation of new arc furnaces and ladle refining furnaces. The production scale is expected to reach 150,000 tons in 2025 and gradually increase to 650,000 tons by 2028. Suacero’s new advanced wire rod mill in San Luis Potosí is scheduled to start operation in the third quarter of 2025, with a designed annual capacity of 500,000 tons. Talleres y Aceros’ new rolling mill is planned to be commissioned in late 2025 or early 2026 in Ixtaczoquitlán, Veracruz, producing 350,000 tons of special steel bars for automotive and industrial applications annually. Ternium Steel will also commission a 600,000-ton-per-year hot-dip galvanizing line at its new integrated steel mill in Pesquería, Nuevo León, by the end of 2025.
